Summary
The European Union has limited the national NOx emissions of the EU15 countries (NEC directive) and established air quality limits for NO2 which come into effect in 2010. NOx emissions have already been reduced considerably in Germany and Europe. A substantial part of this reduction has been achieved by road transport which is the main contributor. Further emission reductions are expected in the future. However, with the current trend, national emission ceilings for NOx in 2010 will not be achieved in most European countries. The NO2 annual limit value will probably not be met at several measuring stations at busy streets in Europe. No decrease in NO2 concentrations or in some cases even an increase was observed at many sites in the last years in spite of decreasing NOx (NO+NO2) concentrations. The reason is an increase in the NO2 additional local contribution.
