Summary
The investigation of different access concepts for vehicle-generated data, functions and resources reveals considerable variation in terms of openness, standardisation and practical relevance. While indirect access is already functional, it carries the risk of market distortion by manufacturers. Direct, manufacturer-independent access models could enable a fair and innovation-promoting data market in the long term. Access via physical interfaces requires technical and legal developments that promote data sovereignty, security and competition in equal measure. Vehicle-enerated data is caught between private sector interests, public benefit and social requirements. The prerequisites and requirements can be clearly illustrated using use cases divided into two main categories: primary access and secondary access. Currently, there is a lack of technologies and concepts for implementing these use cases efficiently, securely and in compliance with the law. A comprehensive concept that takes all types of connections into account and creates a flexible, interoperable and data protection-compliant ecosystem is therefore necessary. Key components include a technology-neutral, interface-independent and role-based system that defines clear responsibilities, secure access mechanisms and organisational and technical protective
measures.
The proposed ecosystem strikes a balance between data protection, data sovereignty and innovation capacity – in line with European regulations such as the EU Data Act. This model supports non-discrimination and transparency in data access, thereby strengthening the data economy in the mobility sector.
